Peoria is a useful example of overlapping surveillance layers: a large state-owned ISP/Motorola ALPR footprint, city camera integration through FUSUS, local ALPR investment, and county Flock records. Ownership is kept separate even when the equipment is physically located in the same county.
The archived ISP dashboard snapshot shows 145 ISP ALPR cameras in Peoria County. Those cameras belong to the statewide ISP program; they are not counted as Peoria County Sheriff or City of Peoria equipment.

The ISP ALPR Statistics Dashboard snapshot archived on September 18, 2026 shows 145 cameras in Peoria County. The statewide transparency page says ISP manages procurement, installation, ownership, and maintenance of the state system.
The FY2025 annual report says 54 ISP cameras were installed in Peoria County from July 1, 2024 through June 2025 and lists Peoria installation cost at $1,950,996.
ISP's FY2026 report identifies Motorola Solutions Vehicle Manager as the storage platform and states a 90-day retention period for data collected by the state ALPR system.
The FY2026 annual report lists $22,905.48 in annual maintenance cost for Peoria County within the statewide ISP ALPR program.
CITY OF PEORIA · CAMERA INTEGRATION
A City of Peoria 2025 budget report says Peoria Police was continuing FUSUS implementation and had 240 city cameras and another 241 IDOT cameras on FUSUS at the time of the report.
The same city report says participating businesses, apartments, schools, gas stations, restaurants, dealerships, and other camera owners can connect through a FUSUS core device. The city describes camera access as conditional on the agreement between the camera owner and Peoria Police.
Peoria's FY2025 budget says 2024 DCEO funding included $375,000 allocated to ALPR camera technology. The budget does not, by itself, establish the final camera count or vendor purchased with that allocation.
In a September 2026 press release, Peoria Police said detectives located a suspect using Flock technology. The release does not identify which Flock product was used, how many devices Peoria Police operates, or the system's sharing configuration.
PEORIA COUNTY SHERIFF
A 2024 Peoria County resolution says the County's $36,766 share of a Justice Assistance Grant would be used for body armor and annual support for Flock intersection cameras.
The record reviewed for this update does not establish the Sheriff's current number of Flock cameras, exact locations, retention settings, sharing partners, hot-list configuration, or current authorized-user count.
