HOW SOURCE IDS WORK

A citation number is page-local. The source ID is permanent.

A page may cite a source as [1] because that is easy to read. The durable identifier is something like IL-LAW-001. That ID can stay attached to the record even when the same source appears as citation [4] somewhere else.
