Flock Safety has marketed automatic license-plate recognition systems to homeowners associations and neighborhood organizations as private security infrastructure. Reporting from California documented HOA-operated Flock cameras positioned to record vehicles entering or moving through residential neighborhoods.
The important distinction is relational. The customer may be an HOA, while the observed population includes residents, guests, delivery drivers, contractors, caregivers and other people who have no contractual relationship with the camera vendor—and may not belong to the association at all.
