WINNEBAGO COUNTY SHERIFF'S OFFICE
Winnebago County approved a five-year agreement with Flock Group in May 2024 for license-plate readers deployed throughout the county. The appropriation was $719,250, with $174,250 for the first year and $136,250 for each subsequent year. The contract remains within its stated five-year term; NoRec does not turn that contract into an inferred current reader count.
The county's executive summary identifies the Federal Seizure account as the funding source for the initial unbudgeted appropriation.
Illinois' SFY 2024 drone report lists the Sheriff's Department as owning nine drones and reports 13 flights in the reporting data.
ISP states that 10 state cameras were installed in Winnebago County outside the original IDOT grant and that February 2026 funding included additional state-owned ALPR installations in Winnebago County. Those cameras belong to the ISP statewide Motorola system and are not counted as Winnebago County Sheriff or Rockford Police equipment.
