Chicago's Inspector General documented litigation brought by Wilmer Catalan-Ramirez after CPD gang information was shared beyond the department. Catalan-Ramirez alleged that the designation affected immigration relief and left him vulnerable to deportation. The City settled the case in 2017, and CPD acknowledged that it could not verify that he was a gang member.

The broader OIG review found that Chicago did not operate one clean, unified “gang database.” Gang-related information existed across multiple databases, forms, tools, and repositories, while outside agencies could also receive or contribute information.

Why it matters: A bad flag does not have to remain inside the system that created it. Once shared, the person may have to fight consequences in a completely different process.
