Automated License Plate Readers
ALPR systems turn vehicle observations into searchable records. Illinois records document statewide and local deployments, multiple vendors, statutory restrictions, agency-specific retention practices, data sharing, and a large state-owned Motorola network.
Illinois law expressly defines ALPR devices, ALPR information, and multi-agency/vendor ALPR systems. Illinois State Police maintains a public ALPR transparency page with annual reports, statistics, agreements, directives, and its Motorola Solutions contract.
Illinois does not impose one universal 30-day ALPR retention period.
625 ILCS 5/2-130 regulates ALPR information and prohibited uses/sharing, but the current statutory text does not create a blanket 30-day deletion rule for every Illinois ALPR system. Thirty-day, seven-day, 90-day, or other periods shown on NoRec are agency/vendor policies or contract settings only when the cited record says so. ISP currently states that its own Vehicle Manager data is retained for a maximum of 90 days.
WHAT THE SYSTEM RECORDS
More than a plate number.
Illinois law defines ALPR broadly around the automated capture and comparison of vehicle or plate information. ISP says its state system records a vehicle and plate image with date, time, and geographic location. Commercial systems may add vehicle characteristics, hot-list alerts, search tools, and other attributes. Agency-specific capabilities are listed only when supported by records.
ILLINOIS STATE POLICE · STATEWIDE PROGRAM
Motorola is under a statewide ALPR contract.
Initial term through December 15, 2027
The contract's initial term is May 1, 2024 through December 15, 2027. ISP's transparency page says the agency executed the Motorola contract on June 28, 2024 and identifies Motorola as the primary vendor for the ALPR project.
Integration, installation, and maintenance
The award scope includes system integration, Motorola project management and engineering, staging, LPR permitting, drawings, site walks, camera installation, and maintenance of new and previously installed ALPR equipment.
Vehicle Manager / state ownership
ISP currently identifies Motorola Solutions Vehicle Manager as its ALPR platform and says the system hardware and data are ISP property. IDOT provides funding and procurement assistance.
STATE DASHBOARD SNAPSHOT · 2026-09-18
808 state cameras reported statewide.
ISP's current transparency page reports 808 cameras installed statewide. The dashboard snapshot archived by NoRec on September 18, 2026 shows 402 in Cook County and 145 in Peoria County. These are ISP-state-program counts and should not be added to local-agency inventories as though the county or municipality owns the hardware.

The archived dashboard labels a detection as the capture of plate/vehicle imagery with associated metadata such as date, time, GPS coordinates, and a vehicle image.
7,299,261 hits
The dashboard defines a hit as a read that matched a license plate entered into a hot list or hot plate. NoRec keeps detections and hits separate rather than treating them as the same event.
145 ISP cameras
Peoria is now one of the largest state ALPR concentrations visible in the dashboard snapshot. See the Peoria County dossier for the state/local split.
ANNUAL REPORT HISTORY
The program migrated from Vigilant LEARN to Motorola Vehicle Manager.
The FY2022 and FY2023 reports identify Vigilant Solutions LEARN as the state platform. Later reports identify Vehicle Manager, and the FY2024 report notes that LEARN was renamed VehicleManager in 2023. The FY2025 and FY2026 reports identify Motorola Solutions in the current program.
160 installations reported
The FY2025 report says 160 additional cameras were installed from July 1, 2024 through June 2025, including 54 in Peoria County.
190 installations / 3.38 billion detections
The FY2026 report lists 190 FY2026 camera installations, 3.38 billion detections, 94.8 million criminal-database hits, and 958,482 investigative searches.
The FY2026 retrospective table conflicts with the FY2025 report.
The FY2025 report says Peoria County received 54 cameras during FY2025. The FY2026 report's retrospective FY2025 table lists Peoria as 15, still prints a total of 160, and omits several counties that appear in the FY2025 report. NoRec publishes the disagreement as an unresolved source conflict rather than silently reconciling it.

Illinois State Police
ISP identifies Motorola Solutions as the primary vendor for its statewide ALPR project. Its current transparency page reports 808 state cameras installed statewide and says ISP owns the statewide system hardware and data.
Peoria County / Peoria
The state dashboard snapshot shows 145 ISP cameras in Peoria County. City records separately document FUSUS camera integration and local ALPR investment, while county records document Flock intersection-camera support.
Boone County / Belvidere
Local records document Flock Safety ALPR use, Policy 450, retention rules, audits, and Belvidere camera locations.
Huntley
Huntley's public-board process documented a 17-camera Flock deployment and vehicle-attribute searching.
Winnebago County / Rockford
County and city records document separate Flock deployments, including a five-year Sheriff's agreement and a 2026 Rockford Police contract covering Flock software, LPR, and PTZ systems.
DeKalb
DeKalb purchased 12 Genetec readers in 2021 and approved a two-year Flock ALPR service contract in 2026. A separate Axon Fleet 3 agreement also contains mobile ALPR licensing.
Kane County
Resolution 26-069, passed February 10, 2026, renewed 25 Sheriff Flock LPR cameras countywide at $72,000 per year. Kane County separately approved a Sheriff/Aurora Drone as First Responder trial in August 2026 involving a leased Flock drone platform.
GOVERNANCE
Retention, sharing, access, and enforcement
Retention
How long a vendor hosts detections can differ from how long an agency retains downloaded/exported evidence. ISP currently states a 90-day maximum for its Vehicle Manager ALPR data. Local Flock, Genetec, Motorola, or other systems may use different settings.
Ownership and sharing
Illinois law recognizes multi-agency and vendor ALPR systems. A reader's practical reach can therefore exceed the cameras physically owned by one department. NoRec also keeps state-owned ISP cameras separate from county and municipal systems even when the hardware is physically located inside the same county.
Queries and audits
ISP says all ALPR activity is permanently logged and audited monthly. Other agencies may have different requirements. NoRec treats the existence of an audit requirement separately from evidence that an audit occurred and what it found.
Enforcement
An automated alert and the legal basis for enforcement are separate questions. Relevant agency policy and Illinois law govern verification and subsequent action.
